The MSV program was set up since October 2002 and conducted its activities as the first pilot project for 3 years in Samrong Krom commune, Dangkor Distict, Phnom Penh city. According to the result of an external evaluation in July 2005, the success of the implemented activities documented that its objectives were encouraging the community participation to reduce domestic violence in the community. In July 2005, the project moved to Chheung Ek commune that belongs to the same district. The MSV Programme has implemented in 5 villages in Cheung Ek commune. It is very important for PADV to prepare and redesign the programme’s activities for the next sustainable project period.
PADV has several main programs through which the organization’s aim is achieved. In addition the project Men against Violence towards Women (alternatively called Men Stop Violence or MSV) conducted its activities with its objectives to encourage community participation to reduce domestic violence in the community.

According to M&E report, it has focused on the relevance and appropriateness of the design, the management and resource base, and the level and sustainability of program achievement. These aspects would be framed in the context of findings about the projects activities, such as men and women group discussions, youth group discussion and forum, outreach and support, stakeholder cooperation and production and distribution of awareness-raising materials. The report also concluded with a general conclusion, including recommendations for the next year of the Project. The coverage of the Evaluation is one year, from July 2005 onwards. The previous period was evaluated through an External Support Review and reported in July 2005.
A Design
The program was designed during 2005 using the existing program as template and the evaluation report July 2005 as guide for a project application of only one full year, from July 2005 until June 2006. Consequently, this evaluation covers this one year period only. The vision of the program for this period is ‘Men will assume equal responsibility, and given equal opportunity to participate in the mission to reduce and eventually eliminate gender-based violence in Cambodia.
Main Objectives:
Motivate men in the community to become active in challenging the attitudes and behaviours that perpetrate violence against women.
Men who are involved with the project activities will be active community members and positive role models and in doing so will discourage other men from violent behaviour towards women leading to an actual decrease in levels of violence.
Community ownership and increased level of participation in the project.
Change in attitudes that normalize violence and pressure women to tolerate it.
Positive youth leadership resulting in reductions in violent and anti-social behaviour amongst youth gangs within and between villages.
Domestic violence will be redefined from a private family matter to a problem of social proportions and therefore a social responsibility.
Strengthen the collaborative village based frameworks for support with the aim of facilitating community directed implementation and management of violence prevention and reduction.
Empower local women to involve in the discussion in order to ensure continuity of information provided to both genders and assisting women to develop skills for negotiating positive change within their relationships and
Build networks between local people within the community aiming at sustaining the activities to reduce domestic violence.
