Promote women’s participation and voice in all spheres of public decision making-from the Community level to the highest offices in government.

 

Cambodia’s Gender Empowerment Measure is low relative to other countries in the region
Cambodia’s Gender Empowerment Measure (GEM) is low (0.377) compared countries in the region for which the GEM has been calculated. There has been relatively little change in Cambodia’s GEM score in recent years.

Increasing women’s participation in public-making and politics has positive effects on citizen’s well-being
Significantly increasing women in public decision-making results in greater attention- Being paid to family-friendly policies, more support for working women, and better polices to benefit women and children, research from some developed countries reveals. In Cambodia, women leaders played a critical role in preparing and lobbying for legislation on domestic violence.

The emerging paradigm for public decision making in Cambodia is different from the past- and to develop it, women will need to play a greater role in public decision making
Historically, public decision-making has been associated with strongly male characteristics and the use of strength has pervasive. Some would that this has been essential for Cambodia to transition to a country which now enjoys high economic growth, is at peace, has seen fair and open election over the past several years, and is moving towards a nation focused on equity and improved social conditions. Toward the goal of increased equity, the RGC has taken several concrete steps and indeed, has recognized that gender equity is a critical of overall equity and that increasing the number of women in decision-making is one major component of gender equity.

A critical mass of women in leadership is needed for their voices to be heard
Having a few women, especially in the higher position in government, makes it difficult for these women to have a strong voice. Consultations with female commune councilors as well as with as with women politicians and women leaders often reveal that Cambodian women in public decision-making feel lonely, and struggle to have their voices heard. Recently, global policy has stressed the need for a critical mass of women in the sphere of public decision-making of at least 30 percent, usually achieved by temporary special measures.
