PADV Cambodia (Project Against Domestic Violence) provides the following services are as below:

Programs’ services

General Program:
General Program is a main program in the organization that is responsible for all the activities including administration tasks, accounting and financial, lobbying, advocacy, law enforcement, finding the resources of fund, training the activities, and researching. The Executive Director has overall responsibilities for all PADV activities.

Anti-Child Trafficking Program
ACT is program which prevent children from being trafficked and exploited through raising awareness on trafficking issues to grassroots people including children, provide direct life skills assistant to high risk and victim children of trafficking and parents, build child protection networks in community and improve capacity of community. The program providing the following:

  • Active participants and the existing child protection networks will empower and reactivated through the project.

  • It aims to raise awareness at community level and to initiate the setting up of community child protection network and to promote child participation in prevention efforts against child trafficking.

  • The program enables children especially girls, not to leave home and take risks of the worst forms of child labor which eventually leads to trafficking  firstly, by helping them improve their basic agriculture skills and, if needed/or possible, support children in gaining access to literacy training and other existing development opportunities in the community. The support is also target to child victim of trafficking to protect them from being trafficked again through provide vocational training and/or small business for income generation.

Education Program:
Education Program is program which provides the understanding on domestic violence issue to officer, non-local government, and global that involving to improve their possibilities to help the victims by domestic violence to be better and more effective. The program provides the understanding by the following:

  • Training course about domestic violence with police officer and officer at Ministry of Women Affair.

  • Workshop on domestic violence with local authorities in order to reform the vision “Domestic Violence is a Society Issue” whom all people have to intervene and provide better health, safety, and law services to the victims.

  • Providing presentation about domestic violence to the students at the universities to enlarge living morale by teaching them to understand about the way to make a communication without domestic violence and the importance of making happiness families.

  • Creating network to voluntary broadcasting in the communities.

Information Support Program:
In order to achieve in program’s objectives and evenly to organization’s purpose, the program provides the services to rescue the victims by the following:

  • Providing the services directly to the victims by domestic violence through assisting to provide the information, opinionative discussion, and send to necessary services along with coordination meeting with the women victims who are solving the problem and the women victims who are escaped from domestic violence problem to convey the experience and also provide them some good suggestion which is related to moral health and about law problem.

  • Training skill and technique to provide the services to help the victims.

  • Meeting the agencies to provide services on domestic violence to improve cooperation between the network members by convey information, experience, and other solution.

Public Awareness Program
Program has targets to improve public awareness on domestic violence to make the whole society has high public thinking. These targets have been completed through:

  • Awareness via community has purpose to provide information to encourage to have exchange opinion and sharing experience on purpose to increase a participation to intervene from government, non-government organization, and authorities communities.

  • Awareness on radio and television on educational spot and to live publish via phone by participation from listeners of all social circles by discussion and quiz which is involving to domestic violence through radio.

  • Activities to share pictures in national holidays and international holidays.

Men stop Violence Against Women Program
The main purpose of the program is the men will have responsibilities and equally opportunities to participate the mission to reduce domestic violence and to wipe out all of the violating on women in Cambodia.

  • Men Group Discussion: is providing discussion once time a month which involving with some topics such as: domestic violence, sexual violating, gender, women right, influence of executing tradition and culture, conviction on gender, vision on men kind, anger managing, and infringing of drinking. Program has prepared to celebrate public platform for teenagers once for four month.

  • Women Group Discussion: is providing discussion which is involving to negotiation system and solving the problem to escape from risk by domestic violence. When the men have change the attitude, women have to honor in order to the men continue their good activities.

  • Involving Institution: have to execute the activities in their base to educate and intervene on domestic violence issue. The group usually has a meeting every month on the main objective to share the experience to each other.

Family Protection Network Program (Siem Reap and Kampong Cham)
The main objective of the program is to prevent and reduce the incidence and effects of domestic violence on children, and as well the related issues of drug addiction, trafficking and rape and to improve gender equality, and reduce the vulnerability of the target community in terms of domestic violence, drug addiction, trafficking and rape in selected target areas.

  • Conduct Community Education Sessions: is to raise awareness relating to the concept of gender and gender relations, drug addiction, domestic violence, trafficking, “community help community” and sexual harassment as well as encouraging intra-communal problem-solving.

  • Conduct Mobile Library: is to engage children, aged 6-15, in/out of school in educational games increasing literacy while raising awareness of domestic violence and children’s rights using child-friendly dissemination materials. Other topics include peace building, non-violence and cooperation.

  • Conduct Public Forum: The public forums aim to change public perceptions and attitudes toward domestic violence, children’s rights, trafficking, sexual abuse and drug addiction, involving the public in intervention and prevention while also disseminating knowledge. Participants at these forums include government representatives, local authorities, teachers, students and the general public.

  • Conduct Outreach Program: is to assist community groups in understanding the causes and impacts of domestic violence, children’s rights, drug addiction, trafficking, rape and sexual harassment through visual material and short educational stories. These session target children, vulnerable people/minority groups and community people.

  • Conduct Quarterly Meeting at Commune Level: is aim to strengthen cooperation between FPNP and FPNP network members, exchange experience and develop strategies for assisting victims of abuse. The planning and monitoring of network activities, including progress on cases involving legal intervention is also discussed. These activities conduct   with communes at these meetings include network members, such as commune chiefs, commune council women, commune assistants, police, village chiefs, parent representatives and children representatives.

  • Conduct Mid-Term Meeting with District level: is representation of Local Authorities played attention on Family Protection Network Project (FPNP) activities implementing in their Community and they decided that FPNP activities have help a lot of Victims as Domestic Violence, Rape, Abuse, and Sexual Harassment and trafficking and educated Domestic Violence, Rape, Abuse, and Sexual Harassment and trafficking to grassroots people and Youth ,however, encourage  Youth and children  to school, and on the other hand, strengthen cooperation between FPNP and FPNP network members at villages and communes level and exchange lesson learnt and experience from each other.

  • Provide Counseling service to victims of abuses: are provided with free counseling and assistant in the making informed decisions regarding their abusive relationship. Support as well as information regard to relevant laws, shelters and services from other NGOs partners are provided to victims.

  • Provide Assistant Fund to victims of abuses: In order to assist victim of abuse on time with emergency fund support, Family Protection Network Project (FPNP) has displayed three emergency fund boxes at the FPNP office. Funding Support is also given through way of transportation, food, medicine, hospital treatment and court administration fees.

  • Closed Group Discussion: Men and women are divided into separate groups to provide participants with the opportunity to discuss and truly express experiences and concerns they may have in a safe environment. Further education is given to participants on anger management and long term strategic to promote peaceful resolutions of issues in the family and changes in attitude and behavior.

  • Conduct workshop with Cluster School with director, teacher and student: Family Protect Network Project (FPNP) conducts workshops for school directors, teachers, students and relevant local authorities to involve them in identifying and responding to domestic violence and children’s rights within school. Topics of these workshops include: domestic violence, children’s rights, gender, drug addiction, trafficking, rape and sexual abuse.

  • Following up Meeting with Cluster School: Family Protection Network Project (FPNP) conducted two follow-up meetings for school directors, teachers, students and local authorities to strengthen their involvement in follow-up and reporting on cases identified in their schools and local communities. In these meetings participants share their experience in intervening and reporting cases and cooperate to address abusive cases and make appropriate interventions.

  • Conduct Training with Local Authorities: Family Protection Network Project (FPNP) conducted three workshops for local authorities to increase their capacity and competence to facilitate community education sessions at the village level. The workshops also aim to improve community facilitators’ understanding of domestic violence, child’s rights, trafficking, sexual abuse, drugs and gender.

  • Conduct Refresher Training with Local Authorities: FPNP conducted 2 refresher workshops for local authorities, children representative and parent representative. The topics of these workshops included child’s rights, victim’s assistance, domestic violence, trafficking and relevant laws. This is to increase their capacity to understand and implement legislation relating to children’s rights and domestic violence.

Victims Services
Emergency Fund Support: is provided to support transportation cost, food, temporary safe sheltering, administration cost in the court for divorcing, and other medical care.
Counseling: is provided counselling and social service referrals to clients, including healthcare and legal representation. The counselling was aimed to help clients regain self-confidence and provide them sufficient information related to their situations in order for them to feel comfortable to make decision for themselves.
Legal Assistance: is provided to the victims to help them when they are facing the problems which related to the law. For instance, they need the lawyers for divorcing in the court and any other related law issues.
Safe House: is provided to the victims for temporary accommodation when they have problems in their families. Those houses were created by PADV with the help of local authorities al each authority level where we worked.

Training Provider
PADV has formed our resource persons aiming at providing several trainings to our clients within Cambodia and Overseas through a variety of training packages and through different methodologies and techniques:

Direct Training: It provides service to the place according to the requests and demands of our clients. This will be in-country and overseas. The charges are maintained by the rates of PADV Cambodia and those vary depending on the location, number of days, and kind of training packages.

Indirect Training: It provides to the participants who are invited from universities, institutions, and NGOs to the PADV’s training room. Charges are posted at PADV’s office and finance department.

Topic: Domestic Violence, Marriage Law, Criminal Law, Human rights, Women’s right, Child’s right, CEDAW Convention including OP CEDAW, Women’s Empowerment on Economics and Politics, Policy planning and Strategy direction, Fundraising and Resource Mobilization, Social Enterprise Development, Management and Financial Management … etc.
